- Special education services are not just for mentally and physically handicapped children? In accordance to federal law, there are currently 12 areas in which children can be found eligible for special education services, including the areas of Learning Disabilities (such as Dyslexia), Other Health Impairments (such as ADHD), Speech and Language Impairments (such as articulation difficulties), and Emotional Disturbance (such as Depression or Bipolar Disorder).
